Question Video converter for PC gaming

I'm using 1366*786 monitor and gtx 1650 super GPU. I can't afford a HD monitor right now because i might also need to change my gpu. Can i record my gameplay and conver it to 1080p 60hz without the quality uncompromising?

If yes, then what software can i use to conver my 720p 60hz vids to 1080p 60hz (without compressing the quality).
I used wondershre ultimate, the output video was 1080p 60hz indeed but the quality got reduced way too much.

Use the nvidia control panel to manage 3d settings and change DSR factors.

Then just normally record at the new resolution.

I tried doing it but i can see unusual freez and pause in the recorded video

If you use the gpu for recording it might not be strong enough to do all of that at once.
