Question video converter using AMD gpu

Looking for video converter that uses AMD gpu

im using rx6600 with r5 3600

I couldnt find any video converter that fully utilize amd gpu for transcoding/encoding/decoding

Ive used handbrake and format factory so far, but they use more on cpu instead of gpu.

main goal is to simply reduced the video size from huge to 1080 30fps with 10mb bitrates

any suggestion is welcomed
