[SOLVED] Video display is...shifted?

Lets get the obvious out of the way, yes, thats not how you take a screenshot. No, the snipping tool and prnt screen actually both cannot capture the issue.

I dont understand why this happens, but it happens frequently. The very left of my 2nd monitor has this wierd thing where a few rows of pixels are actually duplicates of else where on the display. In the screen cap the white section on the very left of the screen is actually a cut out of some rows of pixels from the calculator app. You can see that part of the "t" in "standard" is missing from the main app, and is displayed over on the left. drivers have been scrubbed and reinstalled. And its presisted over multiple updates.

GPU is an 1080 Founders edition. Display is hooked up via display port, it is my secondary monitor.

If i go through display properties and disconnect the display sometimes it will fix when i extend the displays again, but not always. A reboot always seems to fix it
