Video Display with green lines

A friend recently built a computer but after windows 7 performed an update he has had issue with his graphics card. The issue (green lines not the color distortion) can bee seen in the image in the bios which persist into windows.

I have tried several attempts to fix it but none of them seem to resolve the issue:

- Fresh install of windows 10 (he wanted to upgrade anyways)
- Installed the latest drivers for gpu and motherboard
- re-seated the card and made sure power is connected
- tried all ports on the card (dvi, hdmi, displayport)
- different cable and monitor
- placed gpu in different pci slot
- updated bios to latest version

If I remove the graphics card the integrated graphics works fine.

After all this I am assuming the graphics card is defective but didn't want to go through the process of RMA if I missed something.

That does look like a defective GPU but first install the GPU again, install different drivers and then test again, turn off overclocks on everything (if any). If that does not fix the issue then RMA the GPU and you can get a new one that works.
