Video Editing: Build new PC or upgrade current one?

I record 4K video for YouTube. My desktop takes 45 minutes to render a 7 minute 4K video with bitrate at 40MB/s. Is this a long time or is this normal? My computer is really old.

Desktop: Custom Built
Motherboard: MSI 790FX-GD70
Processor: AMD Phenom II x4 955 @3.2GHz
RAM: 8Gb DDR3 1333MHz
Video card: GeForce 650 TI
Storage 2x1tb HDD RAID 0

Laptop: Samsung NP300E5C
Processor: Intel I5 3210M @2.5GHz
RAM: 8Gb DDR3 1600MHz
Video: Onboard Intel HD 4000
Storage: 500Gb Samsung SSD

In desperate situations is it safe to render video on my laptop? I fear it could overheat.

Would it be worth spending around $200 on a video card for my desktop or is my processor so old that I won't see much improvement?

a powerful cpu is required for the task u mentioned. sadly, that old mobo platform is dead.

SSD is optional. but i would recommend it. u can use the other parts from ur old comp

Video card won't make any difference. You'll need a new cpu which will in turn need a new mobo and ram.

Do your videos NEED to be 4K?
A lot of people still don't have a 4K monitor or the internet speed to support it.

They don't NEED to be, but I don't see why not. YouTube allows quality selection so internet connection is irrelevant. And just because 4k monitors aren't a huge thing right now, I really hate watching a 480p or sometimes even 720p videos. Some of my videos may still be watched in 5 years or more.

Your original post asked about spending ~$200. According to Lucky's post it will take ~$580.
I guess what I'm trying to say is most people opt for a lower resolution and shorter render times, especially since 300 hours of video are uploaded to youtube every minute.
