I currently have an Intel Core i3 4150 and Intel HD Graphics 4400. I can't edit videos with this. If I got an Intel Core i5 4460 and a GTX 750 Ti would that be good enough to edit videos?
It would be good enough. but it would be reallllly slow. Video rendering software like Sony Vegas likes more cores over clock speed. A lot of six core and eight core processors are used for video rendering. The upgraded components will work and you will be able to edit, but the process will still take quite a long time.

I don't really care if it takes a long time to render. I just want to be able to edit the video smoothly. I tried editing a video as a test and the CPU usage was at 97 % and it lagged.
