Video Editing on an extreme budget! Help!

I have this friend who is beginning on editing video as part of his job. Unfortunately he cannot afford a pricey card as for the time being. He primarily uses Adobe premier pro. So here's the catch, he can only use 100 bucks for the video card. Which will be the best deal for him wether it is new or used?

His specs:
Mobo: Asus m5a97 r2.0
CPU: fx 8320 - watercooled Seidon 120mm
MEMORY: 16gb DDR3 @1600mhz
PSU: Generic CM 725w
STORAGE: 500GB Seagate (I don't know it's rpms 🙁 )
