If you're only talking 1080p editing, a GTX 960 should be sufficient. No need in spending the extra on a FirePro card.

Wow, that's some limited information there.

Do you need an OS in that budget? Peripherals/Monitor? etc.

Are you located in the US? I just want to make sure. It doesn't really help if you convert a budget to USD if you play to buy in another country/currency.

As far as video editing goes, you want cores/threads and RAM.
A Xeon or i7 would be a great starting point, but it'll depend what you need within that $1,000 budget.
 
BARTY1884 My budget doesn't includes peripherals or monitors.
My actual budget is 1200$ but since I live in India I am taking 200$ as import duties. I already have a spare windows 8 license.

1600$ means I can spend 1600$
Including import duties. Buying from local market will be almost same as buying from US. But here some parts aren't available but there is a very huge market at Nehru Place, Delhi where I will manage the things. It's pretty huge market I suggest any person living in Delhi to visit there.
