Video Editing Software - Preferably a One Time Purchase

I am looking to purchase a nice piece of video editing software, but what keeps bugging me is that most software now is a monthly or annual recurring fee.

Does anyone know of a good piece of Freeware or cheap video editing software.

I have Photoshop CC with 'motion' mode, but that is terribly ineffective and doesn't even use enough system resources for the task to go at a OK pace.

Sony Vegas 14 is by far the most popular, but also seems to be the most expensive, sitting at around $400.00
