Question Video flickering or shimmering - - - I am not sure what it's called ?

I recently built a new system with a Ryzen 9800X3D CPU and a 4070 Ti Super GPU.
I've been having an odd issue with video content. It may be happening in games, but things go by so fast I don't notice it. This happens in all video content. Netflix on Firefox/Edge, VLC and Stremio.

Everything in the background of a scene seems to flicker when there is movement. Video drivers are up to date and have even been reinstalled after uninstalling them in safe mode with DDU.

Is the video supposed to show the problem? I don't see the flickering.

What is your monitor?
