Video Game Lag

Hey guys, I play video games on my ps4 and I've been experiencing boat loads of lag spikes, I called my ISP and it the guy I was speaking with said that it could be a problem with my modem. I've done ping test to check for packet loss, and I have 0% packet loss, can someone help me? And I've also tried port forwarding, changing DNS, and creating a static IP for my system, nothing has worked :/
