Video games drops to 0 fps 2 o 3 seconds

lets see if you can lend me a hand.

My girlfriend recently gave me a new CPU and new motherboard. I long said that i wanted to switch to intel and gave the present for my birthday, without my supervision this cpu and motherboard, she bouthg a low end motherboard
this is PC SPECS:

R9 270x asus 2gb is my graphic card

The thing is that I have most 60 fps in almost all games in high-medium. Before the i7 i had a CPU AMD A8-5600k with metal gear solid V had 30 40 fps without any drops
GTA V had 30 40 fps. Dragon age inquisition same.

But some games with the new CPU I have a problem,the fps literaly drops to 0 , I mean literally the game gets me 0 fps for 2 3 seconds occurs especially at the beginning of opening a game, as I say not occur with all games not with GTA V or DARK SOULS 2, . GTA V pretty good 60-50 fps up almost everything. No problem.
In Metal Gear Solid V with the new cpu im having 50 60 fps, that´s more fps compared with the old cpu but fps drops specilly when i start a new game or load a game, even when i use fast travel. 0 fps 2 seonds every 10/15 seconds
Dragon Age inquisition works perfect 60 50 fps no drops.
AC UNITY HUGE DROPS 0 fps like 5 or 6 seconds, sound still working.
Fallout 4 is unplayable locks to 0 fps happens almost constantly

What can be? Any advice?

I formated pc when changed cpu and motherboard using windows 8.1

What is your PSU?
Because you don't say what GPU and PSU you used on the AMD PC. If you used onboard AMD iGPU on the AMD PC, and you still use the same PSU on the intel PC, then the PSU may not have enough power for the i7 + R9 2xx.

And what cpu cooler do you use? Maybe the cpu is overheat.
