Video issues when playing in-game video

I just completed my build (http://pcpartpicker.com/user/br1ckhouse/saved/hhndnQ) and everything seemed to work ok until I ran The Witcher's intro video. I posted a video at http://youtu.be/HtMr0aDLfRM

Around 1:55, it's hard to notice but whenever there's a fact action sequence, the screen seems to flicker or to not be able to catch up to itself. I played this on my tv as well as my monitor.

What's going on? Is this a possible sign that I need to RMA my gpu?

try her in another system to see if she does the same even on the other pci-e slot on the motherboard .

I don't have another system to use it on but I did switch to another slot on the mb. same issue. It might even be slightly worse. Thoughts?

it could be that the system is under power with that 430 watts psu do you have someone around that could lend you a bigger psu to see if this happens you also need to check that gpu in another system .

turns out it was the vsync setting. i put it on through the graphics setting of the card and it worked.
