The video on my desktop runs clearly without fog or blurry.
After uploading to youtube it looks terrible blurry pixelated image and fog
I use streamlabs as a recording program for game recording.
Some advice would be useful.

When uploading the video to YT, it initially creates low-quality SD format. Depending on how long and which reso the vid is, it may take YT hours to process until it generates HD version of it.

So, is your video in SD or HD format?

Looked around and it seems you may have uploaded 1080p vid to YT, which then uses AVC1 video encoding codec to render it on the site. This, while faster, has loss of quality. VP9 codec, reserved for 1440p/4K or popular channels, does have longer render time but has better quality once render completes.

Found this article about it + "fix" on what to do,

In a nutshell, when recording 1080p, you need to upscale the vid to 1440p and then upload the 1440p version to the YT, so that the VP9 codec is used for better quality.
