Question Video of issue: I5 6600k + Powercolour RX 5700 XT issues

Hello guys,

So everything I play is really choppy/stuttery and it has totally ruined my enjoyment of PC gaming. I've recently installed monitoring software (Rivatuna) and have discovered a potential reasn - my GPU mhz clock is constantly going from 400-1000.

This is with medium settings, I can't fathom what the problem is besides maybe this, can any of you kind gentlemen please help me?

I've tried formating, trying different RAM sticks, swapped processors (the video provided is with my i5 6600k, I've also tried my Ryzen 2600x ) and now im totally out of ideas. Any help greatly appreciated.

Already, thank you for the replies.. my full spec:

I5 6600k
Powercolor RX 5700 XT
16GB 2300mhz RAM
ASUS z170E motherboard
Corsair VS650 PSU
SSD

I also have an Arctic watercooler attached to my PSU, I doubt this could be sucking out too much juice? I don't get crashes (I used to, until I turned off fast foot) it's just that nothing is smooth.

Games I play:

Total war: Warhammer
TF2
CS
PUBG
RUST

they all run terribly and I can't fathom for my life of me why this is happening. I've tried everything.. is it possible that there is something wrong with my power source at my house?!
