video play issue

when I'm on Facebook or YouTube and I'm starting a video the video begins and starts black and then it goes discolored / pixilated then it will go and play as normal. basically the video starts and its like its not displaying the video correctly it only last 7or 8 seconds but its at the start of all videos and only the online videos if I play any dvd it will be fine games play fine computer runs fine I'm running windows 10 with a amd Radeon HD 5800 series graphics card I'm using a led Samsung monitor with a HDMI as the connection all updates and drivers have been installed it just recently started doing this with no prior issues and no installed software other than a few games that run just fine and have no display issues. its just videos on the internet I have turned off acceleration I have defaulted the internet explorer and edge settings but haven't seen any improvement.

it doesn't stay like that it corrects it self after a few seconds of the video starting and it wont do it again till a new video starts
 
I know this isn't a real fix. But have you tried Chrome or Firefox by chance? I say this because IE(insert # here) is a horrendous browser with endless security risks and you should really try a newer browser. On top of this Chrome has flash player built into it and is much more stable than IE. If you try Firefox you may have to download the flash player extension/plugin. I would really recommend trying one of the browsers I mentioned and seeing if the problem persists, but distancing yourself away from IE altogether is a good idea. You can remove it from Control Panel/Programs and Features/Turn windows features on or off/internet explorer 11 ( or whatever #) And then un-check that box. You will have to restart windows after you do this.
