Video playback lagging while any browser running

Strange problem,

Built a new rig
I5 haswell 4590
gbyte sniper h6
8 gig 2x2x2x2 1600 gskill ddr3
evga 750ti 2gig
samsung 840 evo 250 gig

the computer is hooked up to a samsung synchmaster 24 inch monitor and a samsung 48 inch tv. the onboard intel graphics are disabled in bios. i play a video file, avi, mkv, mp4 and there is a noticable lag while a browser window is open. close the browser or do a restart and the playback is fine. ive tried several browsers, chrome, firefox and IE and they all do the same thing. i have uninstalled drivers doing clean installs, trying previous versions, no avail. i have also removed flash player and adblock. the browsers are all running stock and this is a fresh install of windows 7 64bit ultimate. I'm at a loss as to what would be causing this problem, where else to look or what to try. any thoughts? i might give another fresh OS install a go but i don't know. i have also removed any add on cards attached to the motherboard to eliminate that as well.

okay after looking around more, i noticed that with mpc running i couldnt see the volume slider in the lower right hand corner or some of the other parts of the bottom bar. went into the nvidia control panel and resized so everything fit, renabled aero and the problem seems to be gone.

id say processing. mouse is fine. interesting i turn aero off the lag goes away but then i do get tearing as scenes change. and the lag its consistent like everything is irritating slow but slightly, no smooth processing. reboot the comp its fine. turn on a browser its back.

oh and running taskmanager about 1.79 gig is being used while video is being played and about 1 percent of cpu is being used.

watching now the tearing isnt consistent with aero off and it runs as it should with aero off, which is fine i don't care about it that much but i really want to know how to fix it and why its so weird.

its super weird and i didnt have this problem with the same tv and monitor on an older radeon hd 5670. it was an older rig am phenom ii x4, gigabyte am3 board, same hd. same hdmi cable and everything. and i have a feeling it has something to do with software because aero off no problems, and its fine if i restart the computer and watch something without doing anything else.
