Question video playback tearing and acting weird with nvidia

I have some odd behavior with some but not all video playback since upgrading to a 4080 nvidia. Youtube has some issues at higher resolution, I'm not sure how to describe it, but its almost like its missing frames. The other thing I just noticed while doing a replay of Control is that cut scenes have a consistent tare at about 1/8 down from the top of the screen. There is some flickering here and there of which frame, but there is a pane of that size at the top that is consistently on a slightly different frame than the rest of the screen, this is regardless of rather an fmv or video from inside the engine. The game and all others perform as expected for the card. I believe I have seen this behavior in one other game, but I cannot specifically recall it. Also Most other video sources such as watching 4k blu ray rips work great. Some sources of online video work fine, some behave the same as youtube.

The upgrade was from a 5700xt. I honestly cannot remember if any of the behavior was occurring before the upgrade, but I feel 90% confident it was not. I have to allow of course for the possibility I noticed because I was more focused after the upgrade, but these are VERY noticeable visual problems. (I have sold the other card already).

I did also upgrade from a 2600 to a 5800x3d at the same time. Same motherboard.

I should be able to capture this on video just fine, if someone would just suggest the best way for me to put said videos on here?
 
What is your monitor and it's sync type?

This sound like either you have a Freesync monitor which is technically for AMD or V Sync that you aren't using.

Many of the modern Freesync monitors have what is called G sync compatibility which can be checked in the Nvidia Settings app. I am not particularly versed in any other method of making that worth than to suggest using V sync.
 
It's actually a TV, a 55R655 to be exact. It does have freesync, but the issue occurs rather or not vsync is enabled. The TV is the newest in its line, so I would figure it to have a pretty up to date version of freesync, though I don't know anything about the Sync technology they put into tvs. I do have an ultrawide I can try and see if it is indeed the TV.

The problems in Youtube and the issue in the video playback in Control might not have anything to do with each other, thats certainly possible. Once again keep in mind I'm not having any problems with taring in gameplay, this is exclusive to cut scenes.

It's also the weirdest taring I have ever seen. Its one constant never changing line at exactly the same place. The flickering I described is in what Un synced frame is showing, its really close as well, maybe only 2-10ms of frame off from the main frame showing below it (I'm totally guessing there though, I'm no developer or artist).
