Video Remastering Question

Is there any software out there, that can help me make an old mp4 or avi video from a low quality, to a remastered video, i have some old videos of my kids that i'd like to remaster and was unsure what software, would be good to use.

I don't think there is a single software for you to do that. Most remastering work needs an extensive work recreating each frame of the video so I think you are out of luck

no, not really. There is some stuff that can minimize camera shake and reduce the graininess of a video but there is nothing that can enhance a film past the quality or lack thereof it already has.

You have enough dough for a small pizza, you can massage it all you want but it will never be enough for a large pizza.
