Question Video stopped and GPU fan stops and starts

Son's PC shut down. He blew out all the dust, and the video says no signal. This is a new power supply and new card and they've been running great for months. After he booted it back up, no video. I opened it up and the video card fan stars for a second or 2, stops for several second, then starts for a second or 2 over and over. I have a modular power supply in it had an open port, so I moved the cable. Same result. Turned it on without the cable and it did the same like it was pulling a trickle of power from the motherboard. Is my video card fried? or maybe the power supply? Thoughts?
