Video streaming stutters

Weird things happening here, and my knowledge about PC and CAT6 are limited, so I'm asking here.
I have a pretty new PC.
Ryzen 5 1600X
GTX 1080ti.
32gb 3200mhz DDR4
960 M.2, 850 EVO.
Asus X370 Motherboard.
Windows 10

It's running over a wired cat-6 cable.
But for some reason, it's giving me lots of microstutters when streaming videos.
And I have a 500/500mbps connection.
Was working fine for almost a year, and now, stutters.

CPU usage: 3%
Memory usage: 17% (on chrome) 8% on Firefox.
Network: 10-20%

Hope you guys have some good ideas where I can start checking for flaws now.

Might be helpful if you also post stream settings (resolution, bitrate, latency level etc).
