Video Stuttering and Choppiness - Radeon HD 550v

Hi - again.

I've been here with this problem before, but it seems to have gotten worse. The last time I asked Tom's for help, it improved slightly, but has now become much worse.

I have horrific problems with video playback - most things are nigh-unwatchable because of stuttering, choppiness, and general issues with watching. I currently am using Media Player Classic with the CCCP - but to no avail, it still is miserable to watch.

I know my system SHOULD be able to handle these things - but it is not.

Help?

I'm talking about videos saved to my hard drive - not online media. Interestingly enough, online media, given proper time to load, works perfectly and much better than that on my hard drive.
