Video "stuttering" Issues

Just recently built my first ever gaming pc (https://pcpartpicker.com/list/fDHGCy) but have run into the issue of videos on youtibe or netflix "stuttering". Is this a problem with my graphics card or the fact I am currently using the computer with a tv screen and not an actual monitor? (ASUS ROG SWIFT PG279Q is in the mail and will be arriving in 2 days) Any help or suggestions is much appreciated.
