Video stuttering playing on tv

When playing videos on my computer (not streaming) every 20 or 30 seconds it gets laggy for half a second then goes back to normal - almost as if the video goes into slow motion for half a second. My pc has a gtx 1060 6gb, ryzen 1600x processor and 16gb of 2666mhz ram. I play through an HDMI from the gpu to the tv in 2160p. The games i play in 4k are completely fine with no stuttering So I know my gpu can handle it fine. I've also tried 1080p and the video still stutters. All drivers are up to date.

Any help greatly appreciated.
