Question Videos and images not loading on PC ?

Hey. Before I start, I'll list any relevant specs:
GPU: EVGA 3080
CPU: I-9 9900k
RAM: Corsair Vengeance 32GB
MB: MSI Z390 A-PRO
PSU: EVGA GOLD 850w
SSD: Idk honestly

So about a month ago, my internet went down pretty late in the night. Happens sometimes, however the next day when I got back on my PC, videos or images weren't loading anymore. Streams such as twitch or discord work completely fine, but it seems something is having trouble loading images and vids.
I have an adapter that plugs into my wall, which an ethernet cable is plugged into and runs to my PC, the router is one floor up.

I've tried:

• Resetting Windows 11
• Resetting router
• Resetting modem
• Resetting my adapter

I'm really not sure what the issue is. Games, streams, everything runs fine. Other computers / devices in my house have no issue with videos or images on the internet either.
Any help would be greatly appreciated! I'm really not sure where to post this issue so if you have anywhere better please let me know

What do you mean by resetting Windows 11?

the fact that you can't load video or image files shouldn't have anything to do with your internet settings or home network.

these would normally be driver issues
or a problem with your settings such as invalid "Open with" settings
or issues with your browser.

drivers as in GPU? i read somewhere else it could also be an SSD issue but i feel like i would be having other issues as well if it were an ssd issue
