[SOLVED] Videos lagging/dropping frames on second monitor when playing games in full screen/windowed fullscreen ?

Hopefully this is the right place to post this, I usually can solve most problems just through googling but haven't managed with this so I've looked for places to ask for help.

I got a new PC about a week ago, pretty high end one with an RTX 4090 GPU, i9 13900KF CPU and a ROG STRIX Z790-H motherboard and 96 GB DDR5 RAM.

I'm able to run games like Cyberpunk with everything maxed without issues but if I try to watch videos or streams on my 2nd monitor while a game is in focus I start dropping a lot of frames on the video sometimes to be point of the video being frozen essentially(but the audio still plays). Also even when not appearing to drop frames when checking the stats on the video/stream it still acts pretty choppy, like it's running at 10 or so fps.

I've tried a lot of different things so far to fix it, my main browser I like to use is Firefox but i've also tried with Edge and Chrome with no luck. I've tried turning off efficiency mode, i've tried turning off overlays such as discord and gforce experience, i've tried changing refresh rates(60 60, 120 120, 60 120), i've tried turning on and off hardware acceleration. Pretty much i've tried every suggestion I could find by googling the issue with no luck.

I've updated drivers as well and checked if there's any bottleneck on any of the hardware but that's not the case either, nor is my connection the issue as it also happens in offline games.
I've tried it in several different games, Path of Exile, cyberpunk and slay the spire with no difference from cyberpunk running at max to an indie card game in slay in the spire. I also tried genshin impact in case it somehow had to do with steam, but same issue there.

One thing I have noticed is that it doesn't happen the game is running windowed, but only that, fullscreen windowed had the issues.

I'm really not sure what else could be the problem, everything else is working great with this new computer except for this and it doesn't make sense that I can't run games and watch a video or stream at the same time. It's almost certainly something that takes priority away from the video/streams to focus on the game but I obviously don't need that and I just can't figure out what it is.

Any suggestions are greatly appreciated, and I'll try to provide any extra info if needed.

Managed to solve it myself after many hours of going through everything and even hooking up my old pc and comparing all the settings. Turns out it was Norton that had some game optimising feature that was causing the issue.
