videos laggy/screen goes black after getting new GPU

so I was using a spare old GPU while my 390 was broken. I ended up buying a rx 580. I used DDU to wipe my drivers. then I installed the latest radeon drivers. it was like 19.2 I think.

but when im playing rust and watch youtube I notice the video will be laggy and pause but if I tab back onto chrome even just a different chrome tab it will go back to normal.

is there any settings or something that can be causing this?

none of what you asked mattered. I have to turn off as setting in chrome.
