I saw a ad for this monitor and it says it is new but does not power on.What would cause this and would it be a simple fix.ViewSonic VSD220

I saw it on ebay and I need it for my pc jukebox.I thought if it was cheap enough to fix it would be worth it

if it is a simple fix, you don't think the seller would have fix it themselves?
