I have a PC with 64BG RAM DDR4 installed.

I was curious about my virtual memory, Followed the steps here: https://www.makeuseof.com/how-increase-virtual-memory-windows-11/

and saw that only 9216MB of memory is used.

Is it not the rule that for each GB of RAM you have installed 1 GB RAM used in the virtual memory so it should be 64GB virtual memory?

Right now it looks like your computer is set to automatically expand the virtual memory. Basically the computer is saying that it doesn't need more than 9GB virtual memory at this time. If you want you can manually set the computer to make 64GB of virtual memory but that isn't required. On my laptop with 16GB RAM the page file is only 7GB right now.

No. It's not. Quite opposite.
With high amounts of physical ram available you want virtual memory usage as low as possible.
Large pagefile impacts system performance negatively.

Set pagefile to custom,
1GB initial, 16GB max.
