The headset has a monitor. Whether or not you want a monitor depends on you.
If by 3D, you mean the cinematic 3D we get with the 3D Glasses, you cant really do that, for that you need specialized light projectors. 3D is not simply a 360 degree screen like VR. 3D Images use light at different speeds to stimulate an image. Well, atleast if you mean that with 3D.
VR is better, and will give you a great experience too.
AMD 1600x
Gigabyte B350 Gaming
G.Skill DDR4 Trident RGB 8GB*2
Power supply 650W Corsair
HDD 2TB SATA WD
SSD 250GB Kingston
Cooler master liquid cooler Dual fan
AOC AG241qx
GTX 1070/1080 I haven't bought it yet

That built is VR ready with all parts also with either a 1070 or 1080

So the monitor doesn't matter?
And can I run 3D in it too?
And one more question should I go for gtx 1070 or 1080 whichever you choose tell which brand should I choose too

1080's are best for their price as the 1070 is currently overpriced and always sold out 🙁
The oculus rift/HTC vive is its own "monitor"
what do you define "3d"?
