Hi i have a laptop with a gtx 960m and a core i7 4720 hq, i was wondering if this setup could run virtual reality

Yes, actually you can..
However you will notice choppiness in the image quality which may result in an uncomfortable experience.

The recommended min spec tends to be a nvidia 970. (see min specs for whatever HMD you are using.)

Oh, and remember you will require (1) HDMI out.
(if you don't have that, then you cannot do VR.)
