Virtual server for Plex

I am looking to store my media onto a virtual server. I need 10TB storage space for my media and enough streaming usage for 250 users. I am looking for a monthly payment plan with room for expansion should I need it. Can anyone recommend a good company that can provide this service

Build your own server, co-locate it at a fat pipe. Every datacenter would like to get your business. You'll probably have to think about distributed / geolocating as well.

Big fishes (AWS, Azure, Akamai) are good candidates to look after. I don't know whether they will offer you Plex, though.

I would also consult an attorney, about possible copyright laws, compliance with provider' requirements, etc

Also you say streaming but do you need transcoding?
250 users is alot man, but if you don't need transcoding maybe talk to bytesized about it.
