I have an usb device that has no drivers for Windows 10. I know it can be used with Linux. Can Virtualbox or Qemu let a guest Linux OS see and use that device?

Yes of course, but only withing the guest.
Vmware still has the free version and it's much more user friendly than the other two you mention but all of them have USB support, although support in qemu sounds a bit spotty.
Thank you for your answer. At the moment (and before your answer) I've installed Virtualbox and the guest can also load the firmware of my usb device. I cannot use it yet. Maybe something is still missed in my installation.
