Virus in my cpu or motherboard?

Not sure what's happening to my pc.
So last week I took out my PSU to check if it would fit in my case and when I put it back in I got an error saying that I was missing a \BCD folder (error 0cx0000034 I think)
So that's one problem the other problem was that when I put in my USB with Windows 10 on it it would just freeze.
I can't access CMD within the disk or USB and can only get to my BIOS
I already checked for fried ram and changed my hard drive but it would still freeze when I try launching the windows 10 installation media
I checked for a fried GPU
I also reset the settings in BIOS and took out the battery from my motherboard to reset it and did the cmos thing by taking out the pin.
Could it my my motherboard or cpu?
I also took out a ram stick and when I tried to launch the Windows installation media it just made my pc keep rebooting. It showed the bios l, then the blue windows logo and then restart.

check for missing cable on the mb. mb needs 24 and 4/8 pin for power and the gpu. on the gpu make sure all the power pins are filled. on gpu make sure there filled too. in the bios make sure ram set to xmp profile and the sata port set to achi mode. in the case make sure all the drives have a data and power cable. make sure the sata cables are on the right ports. some mb have 3 party sata chipsets. in the bios under boot..make sure the right hard drive/usb device is selected to boot from. on the usb stick make sure you use the microsoft iso to usb tool to make the right usb stick bootable. all iso files are now on Microsoft web page.
