any Windows installer disk/image/etc since the 1990s has a built-in disc format option when performing a fresh install.

if that is too complicated then download a bootable disk management software to run from a USB stick or DVD.
use a separate system to create the bootable drive and run it on your old Vista rig.

no offense but this entire process sounds like it may just be a bit too difficult for you.
maybe contact someone(friend, co-worker, neighbor, etc) who has owned a computer over the last 10-15 years and ask them to assist.

When I start up the puter is goes to windows error recovery I have tried every option and it all comes back with the same message about 0cr000 not being able to run properly .
I have tried a dell re installation disk for win 7 pro and I get the same thing may be you can help please

start up the puter is goes to windows error recovery...

you may need to enter the BIOS and change boot priority from the main OS drive to the DVD drive.

tried a dell re installation disk for win 7 pro

this Dell "re-installation" disk may just be a recovery disk, not a fresh installation package.
it will be a proprietary Dell software package anyway so you probably do not want it.

if you do not have a real MS Windows 7 or XP installation DVD then you will need to buy one.
MS does not support those OS anymore and do not offer downloadable installation packages.

no problem, i just keep a "Tom's" tab open on my phone all day usually waiting for news anyway.

let us know if you can get into the BIOS and change the order of bootable devices.
changing this to DVD or USB should allow you to bypass the Windows recovery screen with some bootable media.

yep i changed to bios to dvd an installed the dell reinstallation DVD windows*7 professional sp1 64-bit which i got from dell but windows now that the disk is illegal the product key LOL never mind
