Question Vista Ultimate is Stuck in Windows Vista Basic Theme

This issue is happening on my Sony VAIO VGN NR-430E laptop, running with a 1.8 GHz Pentium Dual Core CPU running with an Intel Express 965 Chipset and 2 GB of Ram. This issue is occurring on a fresh install of vista. I cannot seem to get Aero to enable at all, there are no options to enable composition in the performance settings or to even enable aero at all. User Index rates my system as a 1.9 in the Aero category and I am still unable to run Aero.
I have tried patching UX themes, patching the registry, the themes and WDM services are configured to run automatically and are running when I try to run Aero, but still nothing happens and I am stuck on Basic theme, is there anything else I can do to force Aero to work?

install gpu driver for it?

From what I have gathered, the display adapter is the chipset driver, and I haven't been able to determine if there is a dedicated gpu chip or not.

did you activate windows?
did you install a gpu driver?

Could be that the IGPU cant handle the aero of Windows Vista has the incorrect driver installed. Also, make sure Vista is fully updated.
