Vista won't recognise usb hard drives

I've tried for days to get my dad's portable hard drive to work on windows vista and everything I've tried doesn't work.
The drive works perfectly on my windows 8 pc.
My dad refuses to upgrade to 7 or 8 as he "likes" vista I don't know how that's possible.
It is showing up in his disk manager.
when I go into disk management to change the name it says it needs refreshed and even when I restart the computer or refresh it nothing happens I still get the error.
when I go to diskpart and go to list volume and try to change the name of drive d it says it holds important files and cannot be renamed.
I even changed the name of the drive on my pc and it is still not showing up
at this point I've nearly given up it is making me hate vista even more now please help.

I'd suggest you to try uninstalling all the drivers under USB Controllers in Device Manager on your dad's Vista computer.
Right-click on each driver, afterwards reboot the computer and then let Windows Updates take care of re-installing the USB drivers.
