[SOLVED] Visual artifacts on displays

I recently upgraded my gpu on my desktop from the MSI R9 390 to the XFX RX 5700. The install process was painless and I installed the latest drivers. Then I noticed that random pixels started appearing on my monitors that appear and disappear with normal use and when I would try a game, such as Fallout 4, the pixels artifacts would get worse and white circles would almost entirely cover the screen. I also tried rolling back the drivers, updating my mobo bios, and switching my gpu to another pci slot to no avail.

Components:

Gpu - XFX RX 5700

Cpu - i7 5820k

Psu - EVGA SuperNova 850 G2 80+ Gold 850W

Ram - 8 x 4gb ddr4 Corsair Platinum 120v

Displays - 2 x Aoc monitors

Mobo - Asus X99-A

Cpu cooler - Cooler Master Seidon

OS - Windows 10 x64

Solution
I'd say your GPU is faulty. You can remove drivers and try your old GPU. If the old GPU doesn't have the same problems, then the new GPU is most probably faulty.
