Visual C++ Redistributable 2015 Stuck on "Initializing."

I want to install Visual C++ Redistributable 2015, but it continues to get stuck on initializing. I wait a few minutes, but the progress bar doesn't move at all. I have all other years of Visual C++, both 32 (86) and 64 bit, but this one isn't installing. I have Windows 10 Pro 64 bit.

P.S If I download a steam game, it usually requires me to install some form of Visual C++. Is there a free steam game that is using Visual C++ Redistributable 2015?

P.P.S I believe Unreal Engine 4 4.10 games use VC++ 2015.

Have you tried uninstalling the game, and re-kicking off the Steam download? Actually, you may be able to right-click the game --> settings --> verify game (going from memory here).
