Visual Glitch stutter on all games when moving mouse.

During games when I move the mouse, there is a visual stutter. Additionally, every so often there is a slight half second freeze. Shadows sometimes glitch in and out.

MOBO: ASUS X399-E
CPU: AMD 1950X Threadripper
PSU: EVGA 1000P2 Platinum
GPU: MSI GTX 1080 Ti Lightning X
RAM: G.Skill Trident Z RGB
HD: Samsung 960 PRO M.2.

I have tried to uninstall/reinstall mouse, reinstall windows 10, reinstall game.
I have tried a new CPU, PSU, GPU, and RAM. I got another MOBO from RMA but it wasn't new.

Could the motherboard be causing this problem or could it be a software issue?
I had this problem even with the previous motherboard.

Actually an optical mouse sensor that needs cleaning or that is going bad can cause some of what your saying but I can't watch the video to see exactly what you mean. Have you tried cleaning the lens and see if that helps? Also if you have a spare mouse does it exhibit the same behavior?

Thanks for chiming in. I made the video public now.

I have tried three different mouses.
1. Logitech G703 Wireless (Wired/Wireless)
2. Logitech G Pro Wireless (Wired/Wireless)
3. Razer DeathAdder

Based on this, I removed it from the list of potential possibilities.
