visual problem with PC on games and when watching video

Im not sure the correct term for my problem but I will attach videos I have captured during games that display it.

This issue is with any turning of the camera from side to side in games, as well as panning from side to side in videos, overall it leads to a very jerky unsmooth display.

Specs:
-current gpu- msi gtx 970
-Mother board: Gigabyte b85 - hd3
-Intel core i5-4690k 3.50ghz
-16gb of ram (4 x 4)
- corsair cx750
- wd10ezex 1tb hdd

Let me know if you ever find a solution because I've been experiencing the same thing.

Have you tried using a different mouse/controller?

Have you tried changing the DPI or the polling rate (if you can) of the mouse/controller?

Its not to do with the mouse or any inout device as it is purely visual and is even apparent when watching films, mine is an issue with the visuals instead.
