Visual studio 2017 on low spec laptop

Hey, Im thinking about buying a laptop and I can get one that is 1.43ghz but I need to be able to run visual studio 2017 which says it needs 1.8 GHz. Will it work?

I have Dell 11" Venue tablet. 4GB of RAM. It has M-5Y71 CPU which is similar to i5 but slower. Windows 10 + Visual Studio 2017 works OK. It's a lot slower than another computer (i7-7500u or i7-4700MQ) but it is working.
