Question VLC having issues with

I have updated to the latest VLC 3.06 but I am unable to slide the video to access certain frames using mp4. Now I downloaded an instructional video from YouTube that has webm format that seems to work ok but I mostly use mp4 video. It just freezes when I try to slide it to a certain frame. I don't recall having this problem before. . I have a decent computer i7 with 8gb ram, SSD drive and a GeForce GTX 670 graphic card should be adequate for this. Any suggestions is appreciated.
 
VLC might not be caching enough video for you to skip forward.

Open VLC and click Tools then select Preferences.
click All below Show Settings at the bottom of the window.
Click on Input / Codecs in the left pane.
On the right pane scroll to File Caching (ms) under Advance.
Set it to 1000-1200
Do the same for Network Caching (ms).
Click the Save button
You could change to a higher value if still skipping.

This did not work for me. What I started doing is downloading WEBM as an option, as opposed to mp4 because it doesn't seem to require so much processing power and works very well. I will just convert all my math lessons to webm. The odd thing is this was never a problem in the past and like I said I have a pretty decent computer with an i7 and GX 670 graphic card.
