Voice chat not working.

Hello, I recently built a pc and I have been having some problems with it. Whenever I play a game like GTA 5 or even when I play Rainbow Six Siege I have this problem where I cant hear anyone in the voice chat. I go into the system sound settings and I get an error saying something like "We've encountered a problem with your device so we've disabled something, click to enable" I enable it and when I go into voice chat I hear a fizzle noise and I lose all sound. Before going into settings I can hear everything except voice chat. I looked in the game settings but everything was the same. The voice chat was working the first month of building my pc. Is this an internal problem or a settings problem?

Also push to talk never works on an application called Discord and when ever I listen to youtube when I am launching something with sound I get an error message saying "Audio rendering error"
