Voice Comm Public Team Local???

I am not sure if the problem I am having is just operator error, or an
actual bug.

ok, as I understand there are 3 voice channels

Public: serverwide (both teams and spectaters can hear)
Team: only your team can hear
Local: Only peeps near you can hear (both teams and spectaters)

Ok, here is where I am having problems

On my configuration:
T= toggle team chat
R= toggle public chat
A= Activate mic

When I press "T" I get the "you have entered the team channel" (or
some such, not at home now), and of course if I press it again it says
I have left the channel...
But, when I press "R" I get the same responses "you have entered the
team channel" or have left depending on what state I was in before.

When I press "A", I will see on screen

..(TEAM) when team is activated
but I will see
.. when team is inactive

At no point do I EVER see .(PUBLIC) should I be seeing this... or does
the line with just the period represent the public channel?

Any idea what is going on here, or what I am doing wrong, or
misunderstanding?

I have attempted to change the key for public to various keys, with
the same result.

How do I know when I am actualy talking in Public?

I do not have anyone that I can hookup with to just test my theorys
out with, nor do I want to attempt to do on a PUB server. (who the
heck wants to help me trouble shoot online when its more time to frag)

I appreciate your time and insight.

In the end the meat of my question is:

When you press your key to activate the mic and you are talking in the
PUBLIC channel... do you see .(PUBLIC), like you do when talking in
team you see .(TEAM), or is it just a "." like on mine. Just a quick
response would really help me in my troubleshooting.

imho i couldnt speak or hear the public channel in a game round. only
when game is over i could talk to public. i think that makes sense, so
u cant act as a spy for the other team...
