voltage rails too low?

I built a new computer about 6 months ago and lately I've been having crashes and boot problems and I think it's my PSU. It's an Antec True Blue 480 Watt. I spent the extra bucks beacaus I thought I was getting quality. MBM 5 tells me the +5.00 rail is running at 4.50 - 4.60 and the +12.00 rail is at 11.50 - 11.60. These readings soundo out of the park to me but i'd like a second opinion or two from people more knowledgeable.
