Voluntary disbandment

Is it permissable, under the standard rules, for a player to voluntarily
disband a unit without it either being forced to retreat, or any change in
the SC's owned? (e.g. a stagnant and unthreatened Russia wishing to disband
F.StP(sc) in favour of a (future) build). I've always thought that one could
do so in any move phase but not 'rebuild' that unit until the following (not
next) adjustments phase, but I am unable to find any reference to this in
the rules.

Is there an offical ruling? Is there an unoffical ruling(s)?

No. You may disband when forced to retreat, and you must
disband during adjustments, if your Unit-Count is greater
than your adjusted Center-Count. Otherwise, it is not
possible.

Nope. Disband in retreat, and during adjustments when you're over-quota only.
