Every time my computer starts when my VPN is activated, my computer clock is set an hour or so behind. My computer is running windows 10 and this even happens when I disable the "set time automatically" setting. Is there anyway to fix this?

Solution
It should be able to it is just a matter of finding the correct setting. Make sure you turn off all the options including the daylight savings time and the time zone thing. It is more likely it is one of those than the actual time. The time you get from a NTP server is the same no matter how you connect. It is the timezone and daylight stuff that add or subtract to get the local time. Those it tries to guess based on your location which when you use VPN may confuse it.
