VPN won't connect

I have 2 devices at school that I try to connect to my personal VPN. My phone has no issues connecting, but my surface book will say request timeout. I have playing with many different settings and security types but nothing has worked, i can ping the server and also rdp in, but I cannot get the VPN to work.

Well I'm using the same internet for both. It sees the server just won't connect.
