this program keeps installing itself after i delete it im on windows 7

scan your system with malware bytes, preferably from safe mode with networking.

It's part of AVG Safe Search Toolbar, some malware will mascaraed as vprot.exe so if you do not have that installed or there are multiple instances running it maybe something else. You can check if it's genuine by locating the file, viewing the digital signatures tab and checking the signer is AVG Technologies.

there was only one instance and I've deleted avg search from chrome . i cant view the digital signature because its deleted , if it comes back ill try that . im using windows security essentials and i scanned but it didn't pick up anything.

Sounds to me like it was the legitimate vprot then.
